No one is really "busy". It's really about priorities.
Where are we on the list? If we are far below, then that person is too "busy".
We should never take for granted the time anyone gives us. Whether it's a simple text, call or a hello. It shows that he person thought of you and made an effort to connect. It's even much better if it's more than that though.
