⦁ مساحة من الأرض للدولة المستقبلية: وتلك نقطة بديهية فلن يمكنك إنشاء دولة بدون أرض. هناك العديد من الطرق التي تؤخذ بها الأراضي، من ضمنها أن تسرق الأرض بالسلاح، ولكنك بالطبع ستواجه بعض المشاكل حيال هذا الأمر حين تذهب للأمم المتحدة لتنال الاعتراف الدولي بك، بالرغم من أن هذه الطريقة فلحت من قبل في إنشاء الولايات المتحدة. الطريقة الأكثر سهولة هي أن تزعم ملكيتك لأرض لم يدعها أحد قبلك، قد تظن أن ذلك خياليًا إلا أن الأرض ليست كلها مأهولة بالسكان وهناك عددًا من الأراضي التي لا تنتمي لأي حكومة حالية. أحد الادعاءات الحديثة للدول هي أرض موجودة بين صربيا وكرواتيا على أحد جانبي نهر دانوبي. يطلق على هذه الدولة الصغيرة اسم «ليبرلاند». لم تنل هذه الدولة أي اعتراف دولي بها إلا أنها تظل مطالبة بحقها في أن يعترف بها بناءً على عدم ضم تلك المنطقة لأي من صربيا أو كرواتيا من قبل. تبلغ مساحة «ليبرلاند» نحو 17 ضعف مساحة أصغر دولة معترف بها في العالم وهي الفاتيكان. صربيا تعترف أن ليبرلاند لم تتعد على أي من أراضيها إلا أنها مازلت ترفض أن تعترف بها كدولة مستقلة. إن معظم الدول التي تقوم بذلك تنال اعترافًا جزئيًا من بعض الدول المشاركة في الأمم المتحدة. على سبيل المثال دولة جنوب أوسيتيا، والتي انفصلت عن جورجيا عام 1990 ومعترف بها حاليًا من بعض الدول الأخرى مثل روسيا وفنزويلا وناورو.

⦁ شعب ليقطن في الدولة: إن قارة أنتراكتيكا الواقعة في القطب الشمالي مثال على الأرض المهجورة، ولكنك لا تستطيع إقامة دولة فيها. حيث تنص معاهدة أنتراكتيكا على عدم إعلان أي دولة بها، ولكن ذلك ليس السبب الأهم، فلن تتمكن من إقامة أي دولة لأنك لن تتمكن من إيجاد شعب دائم ليسكن في هذه الدولة نظرًا لظروفها الصعبة، فلا يوجد حاليًا أي بشر على أنتراكتيكا سوى للبحث العلمي أو السياحة، ولا يستمرون أكثر من بضع أعوام. كما أن الأطفال الذين يولدون في أنتراكتيكا ينالون جنسيات آبائهم. إن وجود شعب يقطن الدولة ويسكنها بشكل دائم هو أحد دعائم قيام دولة على أسس صحيحة. دولة «ليبرلاند» لا تمتلك تلك الخصيصة من وجود شعب دائم يسكن المنطقة، وكانت هناك محاولات أخرى من مؤسس الدولة أن يدخل فيها بعض الناس، ولكن تلك المحاولات قوبلت بالرفض من كرواتيا وصربيا كلاهما مما يجعل مستقبل ليبرلاند ليس له معالم.

⦁ الاعتراف الدولي: وتلك ربما تكون الخطوة الأخيرة بعد أن تنسق أمورك الداخلية في الدولة وتجد الشعب وتأييده، ثم تقيم حكومة قوية معززة باقتصاد ومؤسسات، عليك بعدها التوجه مباشرة لطلب الاعتراف الدولي في الجمعية العامة للأمم المتحدة ومجلس الأمن الدولي. إن تلك عملية صعبة للغاية على كل الدول التي حاولت أن تنال الاعتراف، إلا إذا كنت مدعومًا بكميات هائلة من الناس في دولتك أو أسست حكومة ديمقراطية قوية. وجدير بالذكر أنه من الصعب أن تفعل ذلك خارج أفريقيا والبلقان، فخارج تلك الحدود رسخت النظم والمؤسسات ولن تستطيع أن تنشأ حكومتك. بعد أن تنال اعترافًا من الأمم المتحدة، فإن عليك الحصول على اعتراف نهائي من مجلس الأمن، والذي يتكون من 5 دول دائمة العضوية لها حق الفيتو، وهي فرنسا وروسيا والصين والولايات المتحدة الأمريكية والمملكة المتحدة، ومجموعة من الدول المتغيرة من 10 أعضاء. إذا نلت موافقة 10 من هذه الدول دون استعمال أحدها الفيتو فمبارك لك الدولة الجديدة!
