The location of this picture is in 'Villa Manin' (Codroipo - Italy) a magnificent example of Venetian architecture (XVI century).
The appropriate name of these arcade is 'barchesse'.

What happens on this grassy area before it. Does it have a ceremonial function? Or is it to highlight the grand dimensions of the building itself?

I wanted to highlight the grand dimensions. In this picture it's hard to notice but the original idea of this arcade is to resemble the famous structure of San Peter in Rome. Nowadays this location is used also for concerts or big events.
