I came across this piece on the World Bank blog, entitled 

"De-risking impedes access to finance for non-profit organizations"

To summarize, the "cruel irony" is that the largest banks are "de-risking" by completely shutting out clients in certain regions and sectors from using their financial systems for fear of abetting terrorists, clients who include those doing some of the most important work in helping the people harmed by terrorist acts.
