Where does the money to pay for the chemicals, the aircraft costs, pilot, etc. come from?

The weaponized chemicals are part of an arsenal being directly funded in part without our knowledge or consent.

One example of funding:

In various states you may find a geo-engineering/weather modification subsidy funded via your utility bill. It probably will not be a disclosed cost item but a miscellaneous surcharge.
