You are free to move your house to someplace else, so it is not stolen.
And because that is impractical in most cases, you get (more then) the worth of it, to build a new one. (If you don't at least the worth, then it is indeed stealing. But here in Germany you always get a price at the upper end of estimated worth.)
What about the land? They are stealing that. Forcing someone to "move their house" is still immoral.
Also just because a thief pays you for your stuff doesn't mean it's not stealing. Stealing is when someone takes something against your will (without consent.)
