Yea. Same thing hapoened to me. I actually didn't even believe it the first time I heard it. And people don't believe me when I say how hard this was to actually verify but it's true!
Now they they say the 30 minute penalty is linear but the point is the same. Hope everyone kjows this rule soon :)
