If I remember correctly the Iceland government lend the money at very low interest to promote economic growth.
You can't abolish the banking system in any society but you can eliminate the corruption and the control of the banking system by crooks and thieves like the IMF that have different agenda for the people.
Community growth always requires funding.
We aren't born with wallets and that is for a reason ;)
