Clinton wanted to set up a no-fly zone which could only be enforced by confronting the Russian Air Force. That is much more dangerous than a limited strike to show someone you are displeased with Syrian actions.

I just don't understand why the Syrian government, who has the support of powerful allies and is winning on the ground would create a situation, on an unimportant objective to turn everyone against them. After so many years of war it could be a sign that Assad doesn't have much control over the actions of certain commanders who are acting independently.

Or he's just crazy.
