The way Reddit is organized allows people to check the communities they like every day. Here's we've just got the tags, trending, new, hot pages, and our own feeds. IMO, Reddit is just more likely to engage people because of the communities and perhaps the fact that while it's possible to pay for votes, it's not built into the system or even that common.
You're right, what I miss on steemit are better filtering options
