Minnows have strength in numbers
While whales are known to have a lot of power today, in the future the swarm of minnows will have a lot of power. Steem Power over time will be distributed and the votes of minnows will eventually become significant as the price of Steem rises. So your content can appeal either to whales or to minnows and you can still do well on Steemit.
To be a minnow is to be part of the swarm effect. This swarm effect is where the power of the minnow voting pattern comes from.
