No, 6 account will be voting per user. This will keep account growth per account to those who own that growth. At no time will we be shifting around ownership as this could potentially erode the share value for those already in an account.
The goal is to return all value to the owners either in direct votes or increasing the value of the account which increases future votes.

It's also 6 accounts with good steem power following you which will help for rankings if you use Busy and probably UA.
