Minnowbooster is never down. What you saw was steemit.com derping up :) I first thought it was a photoshop thing ;)
Some weird things happening on Steemit lately, looked like minnowbooster had been closed down. Hope steemit developers sort this out asap.
Here is another weird thing happening when trying to purchase an Upvote, not sure if your team is aware of it.
