The developers are working on ways to curb the scammers by automation. However in interim we have a support team who actively reprimand, blacklist and unvote low effort and low quality posters. With regards to restrictions, profitability was decreased and our ToS has been updated. I wish I could, but I am too busy to help. But I would suggest that a decay factor should be added for voting power. For example, it you vote the same person again and again, the weight should be decreased.
