Countries that should get into mining more...

Mining is a pretty cut throught game. Low electricity prices are a matter of winning.
There are many oil producing countries that flare natural gas instead of using it(multi million dollars of gas a day!)
They could effectively sell those gas rates at a very low price that even in a hot environment the cooling costs are outweighed due to such low prices.
