Can you re-purpose an old computer tower instead of building from scratch? Seems it should be doable, but my tech know-how may be a tad out of date.

Sure. You just need a graphics card and a willingness to run the comp. Make sure the comp has a PCI slot. make sure the comp has a power supply that's probably at least as big as 500 watts. Might be able to get away with 300. If you do have 300 you could try a radeon 460.
