What is it ?

A proposal to target 10 lakh young men and women every year with a military training programme

A propsed government scheme ,called the National Youth Empowerment Scheme (N-YES)

What is detils?

A meeting on the proposed scheme was called by the Prime Minister’s office (PMO) last month

The meeting was attended by officials of the Department
of Youth Affairs, Human Resource Development Ministry and Defence Ministry.

What are the Specifies of the N-YES Scheme ?

It will be a 12-month military training programming

If launched N-YES will be made an “essential qualification” for finding employment in the defence sector , paramilitary forces and police

A fixed stipend will be provided to the enrolled youth .

The programme is trageted at youth in rural areas and women

What is purpose ?

The aim of the scheme is to instil in the enrolled youth values of nationalism , discipline ,and self-esteem

This ,in turn , it is envisaged will make India a “Vishwaguru”.

This will help achieve Prime Minister Narendra Modi’s vision of ‘New India 2022’.

A part from military training , the programme will teach the enrolled youth vocational and informational technology skills.

The youth will also be trained in disaster management.

Indian values will be installed through yoga, ayurveda and ancient philosophy.

What is procedure ?

For financing the proposed scheme , it has been suggested that the Indian government could dip into the existing budget for National Cadet Crops and National Service Scheme ,and also use funds available with the Skill Development Ministry Gandhi National Rural Employment Guarantee Scheme.

Important Notes:-

Interestingly, while NCC qualification is not mandatory for jobs in defence or paramilitary, N-YES is proposed to be an “ essential qualification” for jobs in defence, paramilitary forces and police.

What about jobs ?

Even though the government proposes to train an army of 10 lakh youth every year , there is no clarity if this entire brigade will be absorbed in government military jobs, considering the Indian military has combined strength of 4,207,205 active and reserve personnel in service.

Not to mention the government’s plans of making the military lean and mean and the Indian Army, accordingly, ordering cadre restructuring to resize the Army.
