In a nutshell, it is how many ounces of silver it takes to buy an ounce of gold. Some use this to determine if silver or gold are over or undervalued relative to each other historically.

For example, if the historical average has been that it takes 50 ounces of silver to buy 1 ounce of gold, and today it takes 85 ounces of silver to buy 1 ounce of gold, you might think that silver is cheap.
