I guess, it won't harm people that have a higher reputation, but some neebs might get disappointed. Maybe that's what they have in mind.
I don't think this poor @asshole and people like him doesn't have anything in mind except disturbing, because of his destiny. I imagine, it's a young boy, dreaming of girls, face full of pimples and not a friendly karma. We should try to help him. His behaviour is just a cry for help. If you would be in such a position, you can't cry out:„Help me. My face is full of pimples but Im dreaming of a night beside a fair princess! Please help!" He will stop his mission soon, because flagging does not satisfy very much in any sexual manner and it doesn't wipe away the pimples.
I somewhat disagree: One of the cool things about steemit is, that there are many possibilities by creating bots and such. This guy is actually not flagging, but downvoting with 1%. Maybe he wants to draw the attention of some other bots, which he wants to upvote the content he downvotes. Maybe he wants to start a discussion about the flag-counter, which also shows downvotes or he wants to raise awareness about the possibilities to cheat the system. I don't know, but I guess we will find out.
