On the one hand, it's a hazard if people take water that's is being marketed to them as medicine when they should be going to the doctor. On the other hand, you can't very well ban the sale of clean water.
The solution that seems obvious to me is to simply require them to use an honest label. "This product contains only water, and does not treat any kind of illness or disease."
