Actually, more crew members where Maquis,... In the first episode Voyager is sent to track a Maquis ship, and both are sucked into a wormhole which sends them into the deltaquadrant. Both crews lose heavily, and the Maquis ship is lost. The remaining Maquis crewmembers chose to join Voyagers crew.
