"Marijuana" is a statutory construction designed to import CANNABIS into the realm of statutory control, penalty and enforcement. As "marijuana" is only a word, and only exists in courtrooms and the minds of those who know no better, it can't be made into ANYTHING in the real world.

If you stop using statutory language, and start using the words that represent the real plant in the real world, it'll be a start towards actually ending prohibition, rather than continuing it.
