Therefore, it is important for the organization to identify and put in place the research building blocks for achieving the vision of WRI Indonesia supporting science- and data-driven decision making at national and sub-national level.
This position will support WRI Indonesia's Forest and Landscape Restoration and One Map Initiative-related projects.

Overview
Forest and Landscape Restoration (FLR)
As part of its FLR initiative, WRI Indonesia is also involved in a global project called RESTORE+. The project aims at addressing Food-Land-Energy nexus related to restoration or utilization of degraded/marginal land. In Indonesia, RESTORE+ will conduct participatory mapping and citizen-science campaigns at both national and provincial level focusing on South Sumatra and East Kalimantan. The activities will be combined with land-use and supply chain modelling to assess restoration options and overall land-use dynamics. WRI Indonesia's primary task within the RESTORE+ consortium is to create a web-based platform that will allow crowd participation and provide communicative and engaging display of mapping and modelling results. WRI Indonesia will also coordinate with other consortium partners in conducting participatory mapping and citizen-science activities within the project.
One Map Initiative
WRI Indonesia is supporting the government in accelerating the implementation of One Map Policy. The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with national and local governments, civil societies and the private sectors, WRI Indonesia is developing tailor-made platforms to support the ongoing process of data collection, integration, and synchronization.
Systems Developer (SD) will be based in Jakarta and responsible to provide expertise on information technology (IT) and Information Management System (IMS) in technical and operational aspects to support WRI Indonesia’s One Map Initiative, RESTORE+, and other projects. In particular, SD will analyze various user requirements, engage with stakeholders, and design/enhance software products accordingly. He/she will liaise closely on IT/IMS related issues with partners that implement similar programs as well as relevant agencies of the Government, local authorities, and civil society.

Responsibilities

Systems Developer Technical Works (75%)
Provide expertise on Information Technology (IT) and Information Management System (IMS) to support RESTORE+, One Map Initiative, and relevant projects
Analyze various user requirements based on project needs
Main developer of web-based platforms, including website(s) and the related data infrastructure, features, spatial and statistical analysis, and other functions.
Conduct rapid business needs analysis towards effective and efficient IMS to accelerate the implementation of RESTORE+ and One Map Initiative deliverables
Assess the architecture of Global Forest Watch (GFW), Geowiki, and other platforms commonly used as monitoring systems for forest and landscapes
Coordinate external service providers and assure the quality of the delivered products
Evaluate the software and systems that make computers and hardware work
Integrate existing platforms to work together
Developing technical notes and user guidelines
Project Management and Communication related to technical work (25%)
In consultation with Forests and Landscape Restoration Manager and One Map managers, develop implementation plan of IMS development to align with WRI Indonesia’s implementation plan
Liaise closely with GIS Analyst/Crowdsourcing Expert for technical and operational aspects of IMS Development and with Communications Specialist in relation to the crowdsourcing campaigns
Produce technical documents relevant to the projects
Support Forests and Landscape Restoration Manager and One Map managers in actively communicating and liaising with the partners implementing similar IMS and monitoring system as well as relevant agencies of the Government, local authorities, and civil society
Organize focus group discussions to gather the data needed to produce software/systems as well as to test and evaluate new software programs
Provide proactive and reliable support and development in IT and communication areas, to ensure all IT systems and communications (hardware and software) are working properly in supporting WRI’s operations in Indonesia.

Qualifications
Required Qualifications:
Legally able to work in Indonesia.
Bachelor degree in a related field, preferably with coursework in information technology, system analyst, web design and programming, web-GIS/geoportal development, and/or information management system..
Minimum six years of professional working experience in the field of IT and IMS as well as able to demonstrate skills and knowledge to perform this assignment professionally.
Minimum three years of experience in web programming, both in front and back-end environment.
Minimum two years of experience in developing and managing database and information management system.
Minimum two years of experience in setting up and maintaining server and network infrastructure.
Minimum two years of experience working with local governments, civil societies and/or the private sectors entities.
Fluent in Bahasa Indonesia and English.
Preferred Qualifications:
Understanding of, and experience in several CMS frameworks, such as Django, Yii2, or CodeIgniter.
Understanding of, and able to develop website using HTML, HTML5, XML, JavaScript, Ajax, CSS, and CSS3.
Understanding of, and able to design and setup server and network, including server and network architecture design, software, and/or LINUX operating system.
Understanding of, and experience in database development using MySQL and PostgreSQL/PostGIS.
Familiarity with System Dynamics applications, such as GLOBIOM and INOSYD, and understand the process behind the output.
Understanding of, and experience in server side programming using PHP, Python, and MCV concept.
Understanding of, and experience in web-based GIS framework using OpenGeo, GeoNode/GeoShape, Cartoview and/or Leaflet/OpenLayers, d3, HighCharts.
Familiarity with GIS Server using ArcGIS Server, GeoServer, and/or MapServer.
Familiarity with data visualization tools such as Shiny, Tableau and Google Charts.
Familiarity with the whole web stack, including protocols and web server optimization techniques.
