The trick with water is to do a long exposure. Normally, your camera will want to be about 1/60-1/200th of a second exposure. This shot was about 1/10th. Long, but not truly long exposure.

Interesting I'm assuming this means you used a tripod or something for stabilization.
Tripod. Also, in the link I just posted, I used a Neutral Density filter to block some light.
Without it, the image would be overexposed. So, two seconds (the link), ND filter on lens. Tripod. AND a remote trigger (about $20) so NO shake at all.
