Interesting idea. Steemit already seems a little like an abusive multi-level marketing scheme with each layer feeding off the work of the one below it. (Creator, Curator, Whale).
I wonder if codifying that further would really solve the problem.
I hope with this program, we can focusing to create good content (informative, attractive, educative, entertaining).
As we now some of superior accounts going selfish by doing self upvote than vote and help the minnow.
