Power of 10 Ranked Democracy

What is it?
True democracy rather than plutocracy masquerading as democracy.
A form of democracy that restricts the power of careless money-media.
A form of democracy that works in the real world without complicated rules.

How does it work?
Say there are 10 friends.
They all know each other, and they know one among them who would be a good leader. So they elect that friend to the first rank, RANK1, for a set term of one year. Then, 10 RANK1's become friends and elect one friend to RANK2, for a set term of one year. This process continues naturally until no higher tiers are elected. A Council formed of the highest Rank, or a President elected by the highest Rank, is the highest authority in the country. The elected representatives as public servants, serve those who elected them, the Council or President, and all Citizens.

Judgment?
This form of government is still authoritarian, but the absence of authority while maintaining a state of peace, is impossible for any significant period of time. However, in this form of democracy, authority truly is derived from the Citizens, rather than corrupt money-media as currently exists in the so-called Western Free World. A constitution guaranteeing freedom of expression, the electoral system, and the right to modern infantry training and equipment for all Citizens would further enshrine liberty. I dub this system Constitutional Power of 10 Ranked Democracy.
