Youtube won't approve your channel to be monetized after reaching 10.000 views anymore

After reaching 10.000 views you wait for some weeks for review. Then, Youtube says:

"To be approved, all channels need at least 4,000 watch hours in the previous 12 months and 1,000 subscribers. This requirement allows us to properly evaluate new channels and helps protect the creator community."

    I don't know how to take the news? Is it a good news in terms of creators perspective or a bad news also from a creator's perspective?
