Anyone who is a self-proclaimed member that wants to organize can do so in any way that they choose. If you'd like to suggest ideas here, you certainly can. Or you can make your own post about it. The important thing is staying true to the tenants of voluntarism.
Also, if their are bullshitters who are faking it, we should use our freedom of speech to call them out peacefully. Maybe the FFF-SOS can be used as a tag kind of like a bat signal and we members could check on that tag daily?
It will be some time before their are enough members to engage in any retaliatory downvotes. But who knows, some dolphins and whales might be early adopters.
I don't think that there should be a collective shot caller per se. People need to make up their own minds about downvote retaliation, based on how well a person who has been abused can state their case. If you wanted to form a method of communication you certainly can, and people if they want to they can choose to join you there.
If you've any ideas you'd care to contribute, everyone would be pleased to hear what you have to say on the matter.

Another idea is retaliatory up-votes instead of retaliatory down-votes. In many cases, that might prove to be even more effective! Each member gets to choose how, and if they will respond to anything.
