Governments do reflect the mentality of the people they govern. So there is a causal effect there. But the type of government influences the mentality of the people over a long period of time, too. There are differences between West and East Germans produced by living on different sides of the Iron Curtain for 45 years. Similarly, the Chinese and the Taiwanese probably have different mentalities by now, ditto for South and North Korea.

For sure. The important thing is to have self awareness so you can decide which behaviours are suitable for what situations (and the consequences of them). I think the emphasis on governments needing to change while the people are innocent only perpetuates the problem dont you think? Instead, energy can be focused on what the people can control and that can create momentum.

Spot on. I've heard a lot of people complain about their governments while being totally unaware of how the people are part of the problem through their everyday interactions.
