There is a common saying "Give a man fish,then you will always give him fish but teach him how to fish, he will definitely go for his own fish when ever he wants it"
When you continuing giving money to the poor,they will never leave their poor state ,however I believe in empowerment; When you empower them through this avenue,a trade is learnt and with careful planning the poor can get out of poverty and be able to take care of his or her self.
