The culture of corruption seems to be so embedded in the genes of humanity, as a social norm that those who get out of it are seen as abnormal.

When they are little, they teach us to comply with school rules to "prepare" us to face society in adult life.

Well, as we grow up we realize that social rules are not similar to those learned in school.

We do not necessarily "negotiate" a better position in the classroom by paying the person who sets the rules, at least not as children, we do not know with certainty if our parents have ever done so.

This social structure in which indisputably institutions such as mayorships, prefectures, ministries, * universities *, have an important role to play within the social, state and legal order.

Around this, a point of attention, as it is possible that in my same university, where I form, to be able to "speed up" the signature process by the rector and finally to be able to exercise my career in this country that receives me, I have to pay someone to "come out faster". And in dollars.

If I add to that the fact of having to pay (high sums) so that a state institution can legalize and apostille my papers so they have international validity, I must work a year just to gather that, and then legalize in the pee of origin , another protocol.

It seems that everything is finely arranged to be slow (almost impossible to carry out), so that it has to give some incentive (economic) to the workers of these institutions (public and private) to be done by what they pay in a faster way. While this happens, nobody says anything, just accept that this is so, because the moment you think of saying something forget that you can channel the procedure that by law you should, this situation is very complex.
