What is a proverb? Easy definition
The saying is a phrase, or prayer of popular use that contains some advice, reflection or moral about everyday matters of the daily life of the people.
The proverbs are transmitted in a spoken way, from person to person, and from generation to generation, and their purpose is to teach and advice about the behavior of human beings.

Explicit meaning (literal explanation):
This saying is based on a biblical text: Hosea 8: 7 which says: "For they have sown a wind, and they shall reap a whirlwind." In the context, we read that God was very angry with his people (Israel), because they had fallen into idolatry and God would condemn them for it. Therefore, the part of "sowing wind" referred to false worship, and the whirlwind - or in this case: storms - referred to the wrath of God upon his people.
Implicit meaning (message or teaching):
This saying warns us that when we act badly, we are causing worse things to happen to us. There is another similar saying: "what is sown, is harvested," but the latter can refer to good and bad things. On the other hand, refers only to bad things that can become worse. Let's see some examples:

In the confessional of the church:

This saying is used when we want to point out the son / daughter by some characteristics inherited or learned from his father or mother. We could refer to the physical resemblance or their habits.
This saying can be used positively or negatively. Although, apparently it is used more negatively. Let's see some examples:
