The best time is NOW!
Don't overthink everything but rather start directly.
You will learn much more on your route of doing than on just informing about everything.
If you are old and look back at your life, you won't think about the mistakes you've done. You'll think about the opportunities which you haven't used.

Starting is always difficult, but if you just do it, you get momentum and every further step will be much easier and easier.
