Animals wandering in the street - one of the causes of traffic accidents.
The existence of the cattle that often disrupt traffic because wandering the highways. They could endanger road users. Sights like it very easily encountered in Aceh, almost along the highway we encountered a lot of cows and goats wandering on the highway while eating grass. Even if the gate of the house was not locked they will go to the home page damaging plants or flowers.
Several cases of traffic accidents that occurred in the northern Aceh, partly caused by livestock roaming in the streets. The government instead of do not understand this phenomenon, even local governments have issued local regulations and set No. 3 of 2010 on supervision and control of livestock. Based on these regulations, livestock owners will be fined Rp 50,000 / USD 4.00 for goats and Rp 100,000 / USD 8.00 for cow per day. But it was not like the rules did not make the breeders deterrent to not let their animals on the road. I think there are several factors that led to this rule is not effective.
- Lack of supervision and control of the government against cattle roaming the streets.
- Lack of understanding and awareness of breeders to keep their livestock in order not to disturb the public order and endangering road users.
- The apathetic attitude of society towards this phenomenon, while at the village level has also customary rules and sanctions associated with cattle roaming.
The active role of government and related agencies are needed to continue to socialize the local regulations on the supervision and control of wild animals to the public and give a good understanding to the breeders to preserve and maintain the animals at the right place so it does not disturb public order.
