3 possible condition can be there... 1. either he is lack of voting power, 2, or he actually didn't like that post so much to vote or Lastly 3. Its may be a try to create friendship or grow relation by commenting, that's what I'm doing here. I'm not voting you but showing my respects. one day I may vote in your good post or comments.

Voting isn't a deal to me... its need to achieve. My post is for those who are only voting themselves. more then 20 votes a day actually worth nothing. I can talk, I can comment.. to grow relation.
