A century ago
(assuming it was possible..which it wasn't)
It would have taken a fairly large organization a LONG TIME to do the same thing.

They'd need artists to draw the picture.
Typesetters.
Printing press
Some kind of newspaper delivery

and that would just be for the town they were in.
for wider distribution it would take a LOT more people.

.
with the tech they had then.
.
the lower the tech
the more time it would take.
(if it was even possible...which it wasn't)
