Could this be a way to get people out of living in the gutter - by putting them in the sewer?!!
All joking aside, the homeless situation in my town is very grave. It has exploded in just the 3 years I have lived here. If I could solve one problem, this is what I would choose to fix.
I do not know what the long term solution is, but perhaps this could help with the short term??

A second section of concrete pipe is connected at the rear to provide a kitchenette and small bathroom with shower and toilet.
Interesting idea! It seems they'd be great for homeless people, or indeed single people living in a city. I live in the UK, and as a single man, I struggle every month to make ends meet because rental prices are just so expensive if you're living alone. I'd be interested in renting one of these on a more temporary basis until I either meet someone, or have the means to buy my own home.
Yes, they would be good for that. Rent is very expensive here in California too. My area is currently increasing in rent, which is part of why so many more homeless people are here. It's especially sad to see families that are homeless. That breaks my heart.
