From a very personal experience I've learned that the very idea of "Laziness" is a harmful misconception that should be abolished in civilized society. There is no such thing as a "lazy" person, only someone who's physically or mentally unwell, or has not been thought proper self-motivation yet. A certain personality type (to which I happen to belong) has a very shallow pool of intrinsic motivation and may not even respond properly to extrinsic one at first -- such people will often be neglected, because teaching them to motivate themselves takes more effort than an average person, but they can become as valuable a member of society as anyone else, if properly engaged.
