Indeed. Being busy doesn't necessarily means that one is being productive (it surely could mean the same, but it hardly ever does).
Lately I've heard similar sentence explaining that multitasking is nothing but multiswitching and it's against being efficient (productive).
ps. what are "shallow tasks"? I've never heard this description. And what does "hyperfocusing on single task mean"?
