As of right now, Firstnet is only located throughout the states, and with every week that goes by, more and more states are choosing to opted in. There has been talk between Firstnet representatives and Canadian government officials on incorporating Firstnet's network into Canada.

Joining FirstNet comes at no cost to states, and individual public safety agencies and first responders aren’t required to join, even within member states. Those that do, however, are expected to face some service and device costs.

Somewhat surprisingly, neither AT&T nor Verizon is concerned about building 5G infrastructure across America’s large geographic footprint, even though European carriers such as Deutsche Telekom have been forced to seek new ways to cover their 5G investments in much smaller countries. Indirect government assistance to certain U.S. carriers may explain this: Stephenson mentioned that AT&T’s 5G network will leverage FirstNet infrastructure — a secure nationwide wireless network currently being built for first responders. Verizon also appears to be working with individual cities to develop public-private 5G rollout plans to defray costs.

On February 22, 2012, the U.S Congress enacted the Middle Class Tax Relief and Job Recovery Act of 2012 (Spectrum Act) which:
Directed the Commission to allocate the D-Block (758-763 MHz / 788-793 MHz) to public safety for use in a nationwide broadband network; and Formed the First Responder Network Authority (FirstNet) as an independent authority within the U.S. Department of Commerce. Report describes growing requirements for building owners and developers to install emergency responder radio coverage systems
One of the most significant unknowns lurking in the future is the potential introduction of FirstNet support into fire codes. Unlike the voice-oriented radio systems commonly used for fire and police operations today, FirstNet is a 4G LTE mobile broadband network operating on spectrum assigned to AT&T. The difference is stark and can trigger requirements for significant upgrades to in-building ERRC systems in previously approved structures.
