The old house call would be an improvement in this regard. Instead of concentrating all the illness into one place and then putting the medics there, keep the illness spread out and send the medics out to where the ill are.
No one even considers staying home when they are infectious anymore. I never go for a cold or flu, but I have to go for my other conditions, non-infectious conditions. They can't bring an MRI to me yet.
So, in my biased opinion, those disease carriers should stay home.
