Humans sometimes are tricky to understand, but we can do so simply by observing them. In today's world everybody seems to be busy with their work, mobiles, online social network. But, in reality maximum people are feeling alone. So choose to entertain them selves with these kind of things.
Not everybody is busy with their work, they say like that to not to meet you. If the other person really want you, they can literally spare some time for you. So, busy is just an excuse.
Don't bother about these kind of people. There will always be someone who likes you and they will be there whenever you need them. Respect them and don't lose them. Because these type of persons are very rare in these world.
