Back in the day when I was a kid. It was my job to light the fire. I would stud a piece of krinkled up paper up into the chimney and light it. This would warm the chimney enough to get it to draw.
This works every time. Build the fire, stuff a wad of paper up the chimney, light the paper and wait for the woosh, then light the fire.
