Es un parque que se le da inicio a su construcción a través de las expropiaciones de los terrenos, para darle un respiro a la gran Ciudad de Nueva York. Todo es artificial; sus lagos, sus bosques sobre el terrenos que antes eran pantanosos. Cuando se aproximan las fuertes tormentas de lluvias hacen disminuir el cause de los ríos, bajan el nivel del agua y evitan un desbordamiento de sus lagos.
