Partly I believe it was due to timing. This was near the end of the convention, which was way behind from day one, and many people had already left. Many still there were all butt-hurt and trying to get out of there. As a first timer I was surprised by this actually - you fly/drive across the country to get business done, then bitch because (due to record participation) it takes longer than scheduled?
It got a majority but failed the 2/3 requirement.
