I think treating adults like babies is the wrong way to combat a human trafficking problem. Legalizing prostitution would all but eliminate it, but the blue-hairs ain't ready for that.
Legalization is sort of a double edged sword. It seems like an increase in freedom in theory because you get to do something that was outright prohibited before, but in practice it can be just as invasive as outright prohibition. I would not put it past city officials to view it solely as a revenue generation scheme. Also, ending the war on drugs, which also won't happen anytime soon, would free up LEO resources to combat human trafficking.
