Well it is simple. There are people elected by the community to speak for the community. And to speak directly to the devs with ideas and try to find solutions for issues that arise. If they are telling haejin to stop his ways and he does not they should find a permenant solution for the issue don't you agree.

I know it is simple for me to say this but why punish someone for drinking water from a stream when there is no law against it. Why punish someone for killing a rabbit in a forest when there is no law against it.

I am shure these smart people can think of a permanent solution and i believe many have thought of solutions. But why the f* is it not yet implemented.

Ideas :

1. Max reward a week of set ammount -- or anything similar.
2. Give 50% of what people vote on others back to the original voter. (50% curration).
3. Make it so self vote is no longer possible.
4. If votes only go to the same accounts reduce rewards drasticly.

All these ideas can be circumvented with several accounts. But it will make it way harder.

And then there is the solution @scipio suggested several months ago.
