Calling the prosecutors’ inquiry a whitewash, opposition parties began calling for a separate parliamentary investigation. Then suddenly last week, the governing party revived its claim about the 2007 inter-Korean summit meeting.

The transcript of the 2007 meeting, made available to the public on Tuesday, contained no bombshell. It reaffirmed the image of Mr. Roh as a liberal president whose efforts for greater reconciliation with North Korea and whose blunt attack on his conservative enemies at home and United States policy on the Korean Peninsula had thrilled young liberals but antagonized older conservatives.

In the transcript, Mr. Roh was quoted as saying that it was “a shame” that American troops had been stationed at the center of the South Korean capital, Seoul, for so long. He also cited surveys in South Korea at the time in which the United States under President George W. Bush was picked as the biggest threat to peace in Northeast Asia.

The most controversial part of the summit meeting was what Mr. Roh said about the Northern Limit Line, or N.L.L., the temporary sea border established by the United Nations Command at the end of the three-year Korean War in 1953. North Korea has never accepted the boundary, claiming a border line farther south, and the navies of the two Koreas have fought bloody skirmishes in nearby disputed waters.

Mr. Roh had already broached the idea of creating a “peace-economy zone” in the disputed waters that would have allowed joint fishing, and the 100-page transcript of the summit meeting quoted Mr. Roh as saying that the “N.L.L. should be changed.”

정상회담의 가장 논란이 되는 부분은 노대통령이 3년간의 한국 전쟁이 끝난 1953년에 유엔의 사령관에 의해 설정된 임시 해상 경계인 NLL에 대해 언급한 것이었다. 북한은 휠씬 남쪽의 해상 경계를 주장하며, NLL을 결코 수용하지 않았고 남북한의 해군들은 근처의 분쟁 수역에서 유혈 충돌을 하며 싸움을 벌여 왔다.

노무현 대통령은 이미 분쟁 수역에서 공동 어획을 허용하는 “평화수역” 설정에 관한 방안을 제시했고, 100 페이지에 달하는 정상회담의 녹취록에서는 노대통령이 “NLL이 변경되어야 한다”고 말한 부분이 기록되어 있다.
