This is technically a variation of a "Corn Dog" (not necessarily called "Hot Dog"). I used to have these often when I was younger. These pictures make me want to have some now!

I think Korea does make more variations of it, same as pizza, to appeal to Korean's flavor profile. That's why it's different. We do have similar corn dogs, but its not as popular as the regular hot dogs/sausages. I want some now...
