What that means is the witnesses are no longer needed.

So who is the THEY and the we?
Are the they "businesses and exchanges.", because removing the witnesses from the loop is certainly not going to be to the benefit to the user so they is not the user.
I think we can all guess who the we is.

If you are a witness, ask just what they mean. I am not a programer, but I can see it not being to difficult for the we to look and see that accounts between 10,000SP and 100,000SP are removing an inordinate amount of rewards from the pool in their opinion, so lets put in a line of code like {IF SP=>10000 AND LESS THAN <= 100000 THEN RC = 666} meaning they have just done like all the authority figures throughout the world and shut your ability to move forward or voice you opinion on steemit.

Interesting thoughts that you came up with and it could be a possibility. But since the consensus mechanism is not on chain that seems to me that everybody with a big enough stake could come up with his own RC metrics (but thats to technical for me - just a thought) I have heard for example that Steemmonsters is already using hivemind protocoll and all transaction are also not consent on chain. We will see what the future brings but certainly there will be an internal market for RC where prices will be determined by all participants.
